  Lacson-Sotto tandem begins barnstorming in ‘Solid North’ CAUAYAN, Isabela — In 1988, Senator Panfilo Lacson began serving as the police provincial commander in Isabela. Thirty-four years later, he is back in the province as a presidential candidate to begin barnstorming more  “Solid North” provinces  with his running mate, vice presidential contender Senate President Vicente Sotto III. Ito ang panawagan ni Senador Ping Lacson sa kanyang pagbisita sa probinsya ng Isabela kung saan nagmula ang New People's Army (NPA) sa bayan ng Jones noong 1969.
